Midterm Evaluation of the European Union’s Instrument contributing to Stability and Peace (Kenya, Somalia, Colombia, Turkey, Georgia, and Jordan)

Background

Building on our successful engagement in 2011 with the European Union's Instrument for Stability, INCAS was contracted to take on the Team Leader and Deputy Team Leader roles in the global midterm evaluation of the Instrument contributing to Stability and Peace (IcSP). This €2.33 billion fund was dedicated to crisis response, crisis preparedness, conflict prevention, and long-term peacebuilding efforts.

Description

The midterm evaluation was designed to chart the strategic course for the IcSP between 2017 and 2020, as well as to delineate its relationships and synergies with other external financing instruments within the European Union.

Throughout this assignment, we maintained close collaboration with key stakeholders, including the leadership of the European Commission, the European External Action Service, the European Parliament, and the EU Council. This extensive engagement ensured alignment with the EU's overarching objectives and policies.

The evaluation process adhered to OECD/DAC criteria and spanned a vast landscape of over 400 interventions. It involved on-the-ground assessments conducted in Kenya, Somalia, Colombia, Turkey, Georgia, and Jordan, where we gained critical insights from the field. We conducted more than 150 interviews, held focus groups, and meticulously reviewed over 500 documents, providing a comprehensive foundation for our evaluation.

Outcome

We successfully charted the strategic direction for the IcSP, defining its synergies with other EU external financing instruments for the period spanning 2017 to 2020.
